Community Planning - Local Health Jurisdiction (LHJ)

The primary task of the Local Health Jurisdiction is to develop a Scope of Work (SOW) describing the jurisdiction's proposed HIV prevention plans. The LHJ supports the Local Implementation Group (LIG) in the development a Comprehensive HIV Prevention Plan by providing epidemiological data and an assessment of the current community services information.

Local Health Jurisdiction tasks include:

Establish the Local Implementation Group (LIG)

The steps include:

  • Recruit members
  • Elect co-chairs
  • Develop policies and procedures for the LIG
  • Select and orient members of varying races and ethnicities, genders, sexual orientations, ages, and educational backgrounds and expertise
  • Ensure that the following basic tenets of community planning are met:
    • Parity - ability of members to equally participate and carryout duties
    • Inclusion - active involvement of all members in the process
    • Representation - reflection of the perspective of a specific community

Develop the Epidemiological Profile for the Local Health Jurisdiction

The steps include:

  • Gather and analyze HIV/AIDS data, demographic data, and socioeconomic data
  • Identify HIV risk behaviors among at-risk populations
  • Determine service utilization by HIV-infected individuals
  • Describe scope of HIV/AIDS epidemic within the jurisdiction
  • Project future of epidemic within the jurisdiction
  • Updated annually

Three-step process:

  1. Needs Assessment
    • Collect and analyze population specific information
    • Determine current status of target populations, service needs, and barriers to service
  2. Resource Inventory
    • Assess community capacity for HIV prevention and care
    • Identify current prevention activities and providers
  3. Gap Analysis
    • Compare needs assessment and resource inventory
    • Identify unmet HIV prevention needs of target populations

Develop the Scope of Work (SOW)

Complete the following activities utilizing Comprehensive HIV Prevention Plan [PDF]:

  • Establish HIV prevention goals and objectives, and steps to meet those goals
  • Describe the target Behavioral Risk Groups (BRG)
  • Identify appropriate prevention interventions for each BRG
  • Plan data collection and evaluation efforts
  • Allocate funding to providers within the jurisdiction

  • Letter of concurrence from the LIG
