The primary task of the Local Health Jurisdiction is to develop a Scope of Work (SOW) describing the jurisdiction's proposed HIV prevention plans. The LHJ supports the Local Implementation Group (LIG) in the development a Comprehensive HIV Prevention Plan by providing epidemiological data and an assessment of the current community services information.
Local Health Jurisdiction tasks include:
- Establish the Local Implementation Group (LIG)
- Develop the Epidemiological Profile for the Local Health Jurisdiction
- Conduct Community Services Assessment (CSA)
- Develop the Scope of Work (SOW) Utilizing the Current Comprehensive HIV Prevention Plan
The steps include:
- Recruit members
- Elect co-chairs
- Develop policies and procedures for the LIG
- Select and orient members of varying races and ethnicities, genders, sexual orientations, ages, and educational backgrounds and expertise
- Ensure that the following basic tenets of community planning are met:
- Parity - ability of members to equally participate and carryout duties
- Inclusion - active involvement of all members in the process
- Representation - reflection of the perspective of a specific community
The steps include:
- Gather and analyze HIV/AIDS data, demographic data, and socioeconomic data
- Identify HIV risk behaviors among at-risk populations
- Determine service utilization by HIV-infected individuals
- Describe scope of HIV/AIDS epidemic within the jurisdiction
- Project future of epidemic within the jurisdiction
- Updated annually
Resources:
- Data for the Epidemiological Profile can be found at Local Profile.
- Additional resources are available at: CDC's Guidelines for Developing Epidemiological Profiles [PDF].
Three-step process:
- Needs Assessment
- Collect and analyze population specific information
- Determine current status of target populations, service needs, and barriers to service
- Resource Inventory
- Assess community capacity for HIV prevention and care
- Identify current prevention activities and providers
- Gap Analysis
- Compare needs assessment and resource inventory
- Identify unmet HIV prevention needs of target populations
Complete the following activities utilizing Comprehensive HIV Prevention Plan [PDF]:
- Establish HIV prevention goals and objectives, and steps to meet those goals
- Describe the target Behavioral Risk Groups (BRG)
- Identify appropriate prevention interventions for each BRG
- Plan data collection and evaluation efforts
- Allocate funding to providers within the jurisdiction
What to include:
- Goals
- Objectives
- Behavioral Risk Groups
- Intervention description and key activities
- Service provider collaboration
- Evaluation plan: process and outcome
- Fiscal documents
- Letter of concurrence from the LIG
Additional information regarding the SOW can be found in the Office of AIDS Education and Prevention 2007-2010 Program Guidance [PDF].
