The primary task of the LIG is to collaborate with Local Health Jurisdictions (LHJ) to develop a Comprehensive HIV Prevention Plan [PDF] that is based on scientific evidence and community needs. The Plan will guide the LHJs development of the Scope of Work (SOW) which will be reviewed by the LIG for concurrence with the Plan. The LIG, as referred to community planning group, is established by the LHJ following the basic elements: parity, inclusion and representation.
Local Implementation Group tasks include:
- Develop the Comprehensive HIV Prevention Plan
- Determine Degree of Concurrence
- Evaluate the Planning Process
Steps to follow:
- Analyze epidemiological profile and Community Services Assessment provided by the LHJ
- Identify and prioritize target populations
- Identify and prioritize appropriate prevention interventions
The Comprehensive HIV Prevention Plan includes these components:

Tasks to complete:
- Review the SOW to determine whether or not the application reflects the priorities in the Plan.
- Write a letter of concurrence reflecting this determination, to be attached to the SOW.
Degrees of concurrence include:
- Concurrence: LIG agrees with the program priorities identified in the SOW
- Concurrence with reservations: LIG has concern or issues that the LHJ will be required to address.
- Nonconcurrence: LIG disagrees with the program priorities identified in the SOW.
Requires the following:
- Acknowledgement that LIG was provided with a copy of the Comprehensive HIV Prevention Plan and the LHJ's SOW
- Degree of collaboration with the LHJ
- Responsiveness of LHJ to the Comprehensive HIV Prevention Plan
- Degree of concurrence
- Signature of Co-Chairs

In collaboration with the LHJ, ensure that the goals of community planning are being met using the following Performance Indicators:
- Does LIG membership reflect the perspectives of the Behavioral Risk Groups?
- Is the LIG completing the tasks for its planning objective?
- How accurately does the SOW reflect the Plan?
- How well do the funded interventions reflect the Plan?
