Three-step process:

  1. Needs Assessment
    • Collect and analyze population specific information
    • Determine current status of target populations, service needs, and barriers to service
  2. Resource Inventory
    • Assess community capacity for HIV prevention and care
    • Identify current prevention activities and providers
  3. Gap Analysis
    • Compare needs assessment and resource inventory
    • Identify unmet HIV prevention needs of target populations
