- Establish HIV prevention goals and objectives, and steps to meet those goals
- Describe the target Behavioral Risk Groups (BRG)
- Identify appropriate prevention interventions for each BRG
- Plan data collection and evaluation efforts
- Allocate funding to providers within the jurisdiction

- Behavioral Risk Groups
- Intervention description and key activities
- Service provider collaboration
- Evaluation plan: process and outcome
- Fiscal documents
- Letter of concurrence from the LIG
